In a tweet, the XRP Ledger Foundation made it known that XRP Ledger version 3.1.3 is available. This version of the XRPL software is unique as it only includes a default-yes fix amendment.

This means that no manual voting is needed, with upgrading alone being enough. Node operators and validators are urged to upgrade their nodes as soon as possible. This is essential so that they won't be amendment blocked.
When an amendment is enabled, servers running earlier versions of Rippled without the amendment's source code no longer understand the rules of the network. Rather than guess and misinterpret ledger data, these servers become amendment blocked and cannot determine the validity of a ledger, submit or process transactions, participate in the consensus process, or vote on future amendments.
XRPL Foundation promises to publish a detailed blog post about this release once the amendment is live.
The new release comes nearly two months after XRP Ledger Software version 3.1.2, which launched on March 13. Version 3.1.2 fixed an edge case that can cause outages on public-facing nodes.
